Lay off technique - business

I just want to know if there is any Rules stating a business cannot take random drug tests?

Lets simulate I had a business with over 5000 employees. I want to lay off people because the business is not going to well. I know the moral is completely on the dark side here but would mass drug testing of over 5k employees be do-able?

You would have had had disclosed that as a condition of employment prior to the test. Otherwise there is no legal basis for failing the test being conditional to employment.
